Is wearing a kilt a rite of passage?

I noticed that the boys who spar with Hamish and Dougal in the courtyard all wear breeks, not kilts. Is wearing a kilt considered a rite of passage for a young man? Or given to him when he first gives his oath to his laird? Just curious.
